營建署近日完成租屋、購屋補貼條文總檢討修正,擴大弱勢族群照顧網,新增「家暴、性侵受害者,施暴者的年所得、財產不列入受害者申請審查」規定,以保障分居狀態的受害婦女租屋與購屋權益。新法也就「家暴、性侵受害者子女(人數)」、「單親家庭」、「獨居老人」與「低收入者」等給予特殊加分,讓相關申請補貼案件更容易通過審查門檻。

營建署自購住宅利息與住宅租金補貼上路8年,接獲不少要求檢討聲音,近日完成大翻修。主要對「自購自建住宅貸款及住宅租金補貼條文」進行修正。營建署官員指出,過去發生過不少老婆被家暴案例,雖然太太與施暴丈夫處於分居狀態,但因還未完成離婚,法律上仍是夫妻關係。這時太太要貸款買屋或租房子,申請利息補貼或租金補貼時,在「所得與財產」審查這關時就被打了回票。「這是因為現行補貼是以家庭為單位。」營建署官員說,目前申請住宅補貼,家庭年所得台北規定不得高於88萬元、台南與高雄各49萬元與55萬元,只要加計2人薪水,很容易就超過。這次修法增訂「家庭暴力、性侵相對人(指施暴者)之年所得或財產,得不列入計算或審查」,可幫助受害婦女申請補貼時,不被排除在外。這次同步修正「補貼評點基準表」,增訂就「家庭家暴或性侵受害者子女(人數)」、「單親家庭」、「低收入戶」與「獨居老人」給予特殊加分至少3分。一般來說,綜合評分達到50分,通常就可以申請到購屋或租金補貼。崔媽媽基金會租屋部主任馮麗芳直說:「這是應該的!」受害婦女想分居自保,找房子安頓,當然不應計入施暴者的所得。她也建議,修法也應該放寬獨居老人申請標準,把其存款有15萬元就不通過拿掉。2014年申請並獲准的住宅租金補貼人數有2萬戶、修繕貸款有775戶、購屋貸款補貼有5345戶。,
