台東：國民黨台東縣黨部昨天完成區域及原住民立委選舉候選人登記作業，區域立委登記順序分別是陳建閣、吳景槐及張家瑋，平地原住民則是廖國棟與林琮翰，山地原住民立委無人登記。黨部表示，後續將進行登記資格審查，10日舉行號次抽籤暨座談會。

王建?：監委應權衡利弊先辦大案

    　監察院長王建煊表示，

    　曾因「不要專辦小屁屁的案子」一句話，引發外界抨擊，誤會王建煊要監委去辦特別交代的大案，不要管人民陳情的小案子。王建煊特別說明，他的意思是希望人力有效運用，監察院只有27尊「大炮」（指監委）和70尊小炮（指調查官），人力非常有限，本來就應該先去辦一些對國家影響最為重大的事情。
    　他以古喻今，強調監委們應該有如古代的御史大夫，應該把力氣花去打「皇親國戚」這類的特權，而不是像現在查案，變成是在服務選民，監委們對此還沾沾自喜，例如某人眷屬在學校想升官引發爭議等恩怨，「這種小小的案子當然不應該辦！」
    　至於什麼是「大案」？王建煊以先前海關爆發集體貪瀆為例，海關貪汙已有10年之久，監院該查的，不是跟著檢調屁股後面，而是財政部、海關的政風室人員在幹什麼？
    　為何10年來都沒有發揮應有的「警衛」功能？政風人員怠忽職守才造成海關貪汙嚴重，這樣的案子才是為台灣「立大功」的大案。
    　王建煊解釋，有很多人民向監院陳情案件，如土地、稅務等案，都是尋求行政救濟可以解決的事，卻因行政機關「官官相護」沒處理。
    　他建議，監委應找一個部會開刀，檢視該部會一年接受多少件訴願案，最後為人民平反多少件，才能發揮殺雞儆猴之效，疏通民怨。，

    　昨晚消息一出，許多公民團體紛紛在網路上PO文，號召嗆馬人士蒐羅舊鞋，當天走上街頭，用行動讓馬總統知道人民的聲音，國民黨全代會尚未降臨台中，但台中卻已有了濃濃的火藥味。
    　「我們會讓馬總統知道，你錯了！」台中市向陽種籽文化協會理事長王立任指出，國民黨舉辦全代會，畏畏縮縮、躲躲藏藏，以為地點打迷糊仗，抗議嗆馬人士就會知難而退，他揚言，台中社運團體與市民絕不會缺席！
    　清水警分局督察組長顏永樁表示，申請集會遊行需先向建設局申請路權，再向轄區警分局申請集會遊行，國民黨在4日一早即向分局提出申請，並於昨日中午前，補齊市府建設局路權同意書及所有文件，而民進黨則因申請時間較慢，以及文件不齊全而遭駁回。
    　國民黨申請時間為11月7日至11月11日，以及11月14日到11月18日，而民進黨台中市議員楊典忠的申請日期，則為10月25日至11月9日，路權最後確定由國民黨取得。，

大鵬灣迎賓鳥 列隊歡迎遊客

    　據了解，綠營評估「藍綠各提一案」，整個公投勢必充滿濃濃政治對決氣氛，無利於社會反核能量集結。因此，昨日上午，蘇貞昌藉著公祭場合，與游錫堃交換意見後，初步確立反核戰略，不再堅持從題目、修法等技術層面與藍營攻防；隨後就在黨中央會議上敲定「全面迎戰」的方向。
    　民進黨發言人林俊憲證實，民進黨確實已經做好「最後一戰」的準備，也就是直接面對政院主張的公投案，即便對方拋出負面表述的「你是否支持停建核四」題目，「我們也是戰到底！」
    　民進黨立院黨團總召柯建銘說，民進黨已決定由蘇貞昌親自主持「核四公投因應對策小組」，決定如何迎戰核四公投，很快就會公開宣布結論。
    　至於轉折原因為何？林俊憲說，國民黨佔據立院多數，如果對方堅持硬幹，民進黨確實難以改變結果；與其在題目上打轉，不如直接就核四對台灣人的影響進行論述，以公民行動搭配國會制衡，傾力爭取人民支持。
    　至於修改《公投法》部分，黨團方面表示將持續推動修法；黨中央方面，林俊憲說會尊重黨團自決，有必要就修，黨中央沒有特定立場。，

礁溪：礁溪鄉中低收、獨老與不符社福資格的弱勢邊緣戶約600人，鄉公所募集社會各界善心物資，昨天由鄉長林錫忠偕夫人以「幸福宅配」方式，到府親手致贈慰問金與發熱衣、麵條等民生物資給弱勢戶，其他弱勢家戶也將於歲末年前陸續收到鄉公所「幸福郵差」把各界愛心送達。若有民眾想捐贈物資，可洽(03)9881311#305礁溪鄉公所社會課。

彩繪蝴蝶盤 腦麻翔翔要起舞 「彩繪嘉年華」笑聲不斷

    　昨天有一場笑聲不斷的彩繪活動，

    　紅十字會、嘉祿陶藝文教基金會昨天合辦「彩繪嘉年華」活動，

，現場有四十多個家庭創作的一百件瓷盤成品。
    　曾有醫師判定翔翔一輩子只能躺著，

，但他的阿嬤不信，她說：「我相信翔翔會坐，就一定能站、能走！」翔翔今年十二歲，阿嬤帶著他試過各種復健；現在他已經能踏著辛苦的步伐走路，甚至爬樓梯了。
    　肢體僵硬讓翔翔在復健時苦不堪言，但參加紅十字會身心障礙游泳復健班後，肢體和認知能力都進步很多。阿嬤說，只希望翔翔平穩前行，「吃再多苦我都不怕！」
    　活潑好動的「昇昇」是患有自閉症的多重障礙兒，從小媽媽背著他四處針灸、復健，現在從學齡前不會說話，進步到可以聽寫。罹患唐氏症的陳欣今年廿二歲，她在盤子上畫蝴蝶，她說：「感謝紅十字會教大家游泳，下次最想再去游泳。」，

標普維持台灣主權展望「穩定」

    　央行表示，標普該份報告認為，台灣央行貨幣政策極具彈性。金融體系流動性充裕，央行貨幣管理健全，使通膨率維持低且穩定。
    　台灣為亞洲低通膨率國家之一，S&P預期中期通膨仍將溫和。
    　此外，標準普爾指出，台灣可望繼續維持龐大的對外淨資產部位，且持續的經濟成長將有助政府控制其債務狀況。台灣雖然屬小型開放經濟體，加上電子產業集中，易受外在環境衝擊，但雄厚的外匯存底與貨幣管理的靈活性，提供了充裕的緩衝。
    　另外，惠譽(Fitch Ratings)9月4日將在台北舉辦「2013亞洲國家主權暨金融研討會」，探討亞洲主要經濟體和金融機構現在正面臨的挑戰。惠譽信評在7月底確認台灣主權評等為「A+」， 評等展望為「穩定」。
    　惠譽表示，台灣外部財政穩健，一旦遇外部衝擊時可成為安全的緩衝，加上台灣外匯儲備4260億美元，足以支應16個月的對外支付，財政尚稱穩健，因此維持台灣主權評等不變。
    　惠譽也提到，由於當前全球經濟復甦之不確定性及中國經濟放緩，台灣要重返2008年以前的每年5~6％的經濟成長率機會較少。惠譽預測2013年GDP成長為2.7％，較2012年的1.3％為高。，
